Can someone teach me how to do this picture?


OK, do you want a brighter highlight in the middle of the image like in the example you posted?

Ok, real quick. Press this icon to create a new layer.

Select the Elliptical Marquee Tool.

Press D on your key board. This sets you foreground and background colors to black and white.
With the new layer selected/highlighted,

Create an ellipse in the middle of the image by clicking and dragging. You should have something that looks like this...

Next, we need to fill this selection with white. Hold the contro/command key and press backspace/delete. This should fill the selection with white. Press control/command + D to deselect.

Next, go to FILTER > BLUR > GAUSSIAN BLUR.......

Set your blur to 30 and click OK.

Next, set that layers opacity to about 55%.

Are you sure? LOL!! Can you post a screen shot of your progress?
 
Hmm, sure. I have Premium FRAPs, but i dont know how you do those cool little screenshots you do. How do you do those? Or do ya just want a full screen?
 
I have a Mac and I just use shift + command + 4, then drag a window around whatever I want to screen shoot.

Drag that image into the working document and use the same techniques we used earlier to re-size the cross. Remember to hold the shift key to maintain perspective. If you click inside the transform box, you can drag the image around......use this to place the image in the bottom right hand corner.

hit the enter key to accept the changes.
 
If you want to change the cross size after you have hit enter. Make sure the layer is highlighted and hit command/control + T to enter the transform function again.

I then hit the command/control + J to duplicate the cross layer.
I selected the Move tool (V)....

And I moved the second cross to the upper right hand corner. I also lowered their opacity to 72%
