Diffracting stars in PSCS3

I've been wanting to re-create a the visual effect used by Sid Sutton to make the Doctor Who title sequences of the 1980's (video: https://www.youtube.com/watch?v=WqT_eYDhfRg) but I can't find anything useful. I'm just looking to do static images, of course, but the motion blur technique creates very faint spikes, and doesn't accomplish the colored effect. I'd appreciate any tips you can provide.

It was passed through a spinning spiral to create the motion - the motion isn't important here, just the "pass-through"
