Help for a damsel in distress! Blur issue...

Hi all :)
Just wondering if anyone knows how I can achieve the blur effect on this image -
I've been trying, in vain, so thought I'd see if there was a kind soul out there who'd point me in the right direction!

Also the transparent sort effect too..banner.jpg

looks like a Gaussian blur, that has been gradated... from both sides...
not sure what you mean by transparent effect...
the shapes in the blur, is just part of the image...
the more you blur something, the more it spreads...

not sure... what I am supposed to look at in the landscape image...
I would add a gradation, from the top down, to add some separation/detail/contrast to the sky...

the white knight...
 
Thank you, kind Sir - I'll have a play and see what I come up with..

Transparent - need to try and emulate that see thru greeny filter bit. (As you can see I know all the right lingo...!)

Re the landscape image - apologies for attaching that - that's what the image I'm trying to work on - accidently attached and didn't delete it.
 
take any photo of a plant, or a close-up of grass, then blur... you will quickly see this effect...
and notice how the shapes change as you blur... or... blur some text, and watch the shapes change...
then is just a matter of feathering the blur... a gradation, is the easiest way...
or use a lens blur...
 
Duplicate the image and blur it, gaussian blur like smalltrees said.
Hold down the Alt key on a PC or (I think) the Option key on a Mac and create a black mask on the blurred layer, that will hide the blur.

Set the foreground color to white and set the gradient tool to foreground to transparent.

Then use the gradient tool on the mask.
