How can I imitate this filter?

Hi! I'm looking for a way to imitate this effect:



any plug-in name drops or tips would be appreciated, I'm failing trying to achieve this on my own.

Something like this?
Multiple layers, opacity set from top to bottom at 10%, 15%, 20%, 25%, and 100%.
I moved the top layer down the most and the others less and less as I went then masked the face camera and hand.
