Can someone tell me how to create text like that? Mix up Texts (Here and there). I think there's a website for it. I don't remember it anymore. Can someone guide me?

This video has nothing to do with the effect that the OP was asking about. In fact, this has nothing to do with Photoshop at all.

The OP already knew the type of topography they wanted, they need help in re-creating the effect as shown in the image they provided.
