Letters effect

Hi everyone,

I have a simple question, and since I am a noob in all of photoshop, probably it's even a very basic one.

How do I achieve this effect on the letters from the link below?

It looks like a circle over the letters which gives a certain offset.

Hi.... I don't think it's the result of an effect applied on it but simply a kind of Font.... I'll try make a search for it...

It could be possible to replicate the look on other fonts. How far are you into photoshop?
