A friend of a friend posted this picture to Facebook and i'm wondering which photoshop program will do this?

Umm, all of them? xD, all he did was mess with the brightness, and contrast. Then he changed the color of the lips and eyes. Portioned several finished versions of the image into one big image. Many different approaches to achieving this effect though. Um, a more logical answer too your question. Adobe Photoshop cs5.. that's what I'd go with.

Yes. There are almost too many ways to do this. The coloring on the lips and eyes was probably done with a layer blend like Color or Multiply. The extreme two-tone of the face was probably done using color adjustments like Curves or Levels.
