    Using an image as a brush? (Not sure if the correct wording)

    You have a Couple Options Here. Create a Solid Brush the Shape of the Face or an Average Face Shape for general use. Then you will need to choose that Brush with using the Pattern Stamp or the Smudge Tool set to 100%. Hope that Helps.
