Photoshop cc question

I'm attempting photoshop cc trial and I can't get a photo to go onto a blank background for editing
It will edit on the photo itself but how can I get the pic to go on the background? It just overrides the previous picture and put the newer selection on top (if I select new background it come up but if I select a photo, it takes the place of the background and won't allow me to move the pic on the plain background)
 
Hey Dave, the only way the image layer will appear on the background layer is if it's much smaller than the background layer itself.

Here is an image on a larger background.

My screen looks like this:
The white background was placed first and then the "kari" pic was selected and "replaced" the white background instead of putting the pic on the background
The Kari pic is way small (190x197) and the background size is 1280x720

I don't see the Kari pic in your layers panel.

How are you trying to add the image to Ps?

All you need to do is drag and drop the image in the workspace.
 
Close out the kari document.
From the background document, select FILE > PLACE > then chose the Kari file.
Once the file opens, you can resize it or just click the checkmark or hit the enter key.

The option in Photoshop CC2015 is File, Place Embedded

New background Layer

Go to File Place Embedded

Select your image
Place.jpg

Image placed above the background layer in the layers panel
Image on top of background layer.jpg

Resize image with the control handles if required or just hit the enter key
