Can the tools panel be docked on the bottom rather than the left?

I thought that I have seen the tools panel docked on the bottom. If that is possible, how is it done?

I tried searching for this question, but to no avail.

You can dock most panels to any of the four sides of the workspace but unfortunately the 'Tools' panel is not one of them.

I've no idea why but having tried on CC 2014 its just not having any of it.....even docking another panel to the bottom doesn't allow the tools to be docked to it.

You can dock the tools panel left or right but top and bottom seem to be off limits.
