Can you make an outer glow around an invisible object?

logo.jpg Are the light rays made using outer glow around invisible lines? If not how can I make the white light rays like that in photoshop or illustrator?

Stroked paths comes to mind maybe?
 
I'm not sure how this was done, but you can add effects to objects that aren't filled. Set fill % to 0 and add effects and set opacity to desired amount.
 
Yes you can do that. In layers panel set outer glow and set Fill to layer 0%. That will make layer invisible but effect will stay on.
Preview, one is Red solid color Fill=100%, second Fill=0%:
