I love the vintage quality of this text effect but I can't figure it out. I even tried to use the permanent press filter from Mister Retro. I can get the gritty look with that but not the hi contrast water color effect. Thanks.

looks like a simple font with a layer over it that is very transparent, in a layer mode (perhqps in overlay mode)
 
Thanks Hawkeye! Looks like I may be able to add to that if I use an inner glow. Can I customize the noise? For instance use noise that has a greater scale?
 
You can cutomize the contour but not the noise, as far as I know. You might consider pattern overlay instead, then you can control the scale.

I am also looking for doing this anyone suggest me how i can learn about photoshop,I want to much learn about photoshop because this is my favorite site for working.
