How do I achieve a similar look?

I am unaware of the name of the style name, and am mostly ignorant when it comes to photoshop. How would I go about turning a photo into something like this? Any information you could give would be most appreciate it. Also, I apologize in advance if this isn't the place to post this. Being new, I figured it was.

I apologize. I attempted to post the picture as well, but if it would let me, I couldn't figure it out. Yes, the above picture is the style I was talking about.

And yes. I do plan to use photoshop.

Indexed Color mode and set custom colors, should get you close. But a lot depends on the image as to how well it works.
