Shining eyes effect

Does anyone know if you can.put this effect of those guys eyes on a picture. I really like how they glow/shine and I want to know if there is a way to do that in photoshop. If anyone knows how it would help alot thanks.

You can use the pentool to trace the eye (with or without eyelids - your choice) to create selection which you fill white on a new layer. Duplicate and move the layer under the original and use Gaussian blur to create the glow.

Or you can simply use an Outer Glow effect layer on the eye layer.....
